Established in 1999, Otay Ranch is one of the largest and most successful master-planned communities in the United States. Spanning over 25,000 acres, this pedestrian-friendly community consists of diverse housing options and public schools, parks and preservation spaces, town centers and community facilities, as well as shopping, entertainment, and recreational venues. 

Meta Housing partnered with HomeFed Corporation, the master developer of six undeveloped land holdings (called villages) within Otay Ranch, to fulfill specific plan requirements within the Côta Vera village.

Completed in 2024, Encelia at Côta Vera provides a modern and affordable housing option to the greater Chula Vista Community.

Totaling 175 units, Encelia offers one-, two-, and three-bedroom units for families earning between 50% and 60% of the area’s median income. Across the three buildings, residents have access to a community room, a multi-functional working space, game room, and fitness room. The property also has a large courtyard with a children’s playground, half-basketball court, barbeques, and a dog park.

In addition to meeting the master plan’s affordable housing requirements, Encelia offers 10,000 square feet of retail space to support Côta Vera’s urban village design. Encelia is located directly across from the newly constructed Central Square Park and future Town Center that will be the community’s hub for businesses, recreation, and retail shops.
